Go into the catalyst control center advanced view and find the GPU scaling check box and check it as well as, find the overscan adjustment. It will be a sliding bar that make the screen bigger and smaller to fit the pane of your TV.

You should have those options. Here are some screen shots.   I've heard of people painting their bezels silver to match.

My CCC has all the tabs you have except the DTV one. I even deleted all the graphic drivers and started fresh. Got the latest ATI display suite and still nothing.

Are you using HDMI also? This seems strange. Are you certain you are using the correct driver? 780G right? Oh wait, are you using windows 7 64bit? Maybe that has something to do with it. Maybe the drivers for that aren't complete.

Yep I'm using 780g with HDMI running on Windows 7 64-bit. I guess that could be the reason.
I have a question about tv tuner cards. How do I know if a channel is in clearQAM or not? I use Verizon Fios TV with a HD set top box. I have the Essential package which is just a step above the Local package.

I did some digging and someone apparently found it after many other complained of it missing. They wrote, "In the Desktop & Displays right-click on the display icon just above the "Basic..." button (or left-click on the black triangle) and select Configure."
Run the digital channel scan and whatever channels show up those are the clear qam. If non show up then either you don't get any or your signal sucks.
EDIT: Bypass the STB though. Plug the cable directly from the wall to the Tuner.

Wow that really worked although I couldn't check "Enable GPU scaling" because it was grayed out. I was able to move the slider to Overscan to fill the screen so now that problem is solved. I would have never found out about that hidden option. Thanks for that find!
I'm going to borrow my friend's tv tuner card to test before I buy my own.
